Conceptual: the way that you think of the state, political actors, will be very strongly linked with how you think about the police, the domain of ideas. How they are built into institutions, most importantly policing institutions. Structural: structures cause things, structural pressures, people matter less in this level of analysis, what are the pressures that are forcing people in policing or other forms of government to do things. Its got nothing to do with the police, the capitalist system requires the police to react like that. Instrumental: all about who are the major players involved, who is responsible, who are the people in power, people always matter. Always people who are behind the scenes who are advocating for certain ideas, structures: who are movers and shakers pushing for these ideas. Pastoral: 1400-1550, feudal political economy, centralized governmental practice, churches and landed gentry. Lord over the serfs: farm based economy.
