Estonia is the most wired country in the world. Distributed denial service attack: asks for too many requests on a website so it shuts down. International law is the rules that govern interactions between states. International agreement between countries: written agreement between governments. If countries behave in a way long enough it becomes a rule: ex. Differences between cyber espionage and cyber attacks: cyber espionage is trying to get information, cyber attacks you are trying to cause harm. Un charter article 2(4: must refrain from use of force in international relations. If an armed attack occurs, you have the right to self defence.
