Quebec pact allows the local population to keep their way of life and practice their faith while possessing political positions, etc. 1791- constitutional act creates a lower and upper canada, a lot of settlers would come down south and retain loyal to the british crown and go to america. Upper canada rights were more individual property rights. 1830"s their were rebellions in both upper and lower canada, in favor of responsible government. What was wanted was that the executive authorities should be responsible to parliament, people who are representatives of the people, Lord durham, 2 races in canada, one is french (inferior) and must assimilate. There needed to be balance on the language and religion borders to be able to make political decisions, balance and harmony.
