Technology only comes in to being and makes sense in terms of how it is used in given cultures. In some ways, it is not even the same technology (if it is used different in a different context to accomplish different tasks in different cultures). The mix of materials do not define what it is and how it can be used. Technology is only what it is because of its repeated used in particular settings. Technology has agency; it exerts and dictates what people can do.
