It becomes in their interest to monitor their own compliance and argue that they are doing better and therefore should be taxed less. Overall: canada does not use taxes like other countries. In part, because of federalism the federal government may not have the jurisdiction to tax or constitutional right: even the carbon tax is kinda voluntary asking the provinces to implement it. Three big reasons: economic factors, political factors, legal factors, and a fourth reason cultural factors. Industry, particularly the natural resources sector, has a disproportionately large impact on canadian environmental law and policy (p. 202) Industry always finds a way to weaken laws and over-ride policies. Joined executive and legislative branch: once they get in, they can do whatever they want since they have the majority government, system of checks and balance is weaker.
