They come to observe in the meetings (they don"t vote or consult) Arctic council - chairmen ship rotates every 2 year and its held in their country. 6 working groups - every 6 months meet up. Each group had a mandate, chair, management board and a secretariat. Create agreements among arctic 8 to deal with problems.
