Desire regular intergovernmental consideration and consultation on arctic issues. Not trying to create a set of laws, only agreements. Promoted the arctic offshore oil and gas guidelines. Decisions of the council are to be by consensus of the 8 nations. Do not get a vote on anything (only 8 states) Existence of the group doesn"t confer recognition of nationhood or sovereignty. Standing committee of the parliamentarians of the arctic region. Interest in the arctic through shipping or trade. They come to observe in the meetings (they don"t vote or consult) Arctic council - chairmen ship rotates every 2 year and its held in their country. 6 working groups - every 6 months meet up. Each group had a mandate, chair, management board and a secretariat. Create agreements among arctic 8 to deal with problems.
