Seven day cruise (vacation boat) , from detroit up the river, stopping along the way. Noronic sailed into toronto harbour that friday on a special post- season run: had only been to toronto twice in its history, 700 people on it. Let most of the crew leave the ship. 15 crew members out of 171 at the time (these 15"s jobs were to keep the ship running, not looking after passengers) Steady stream of passengers on and of ship (no track of who went where) Lots of partying on board, many families and kids, many elderly. Steel ship (very old at time of ire), wood paneling polished with lemon oil (extremely good accelerant for ire), heavily painted metal surfaces) Many people are lazy with their jobs, nobody in the command centre of the ship. Ship had a new phone but nobody was trained how to use it. Ire ladder leading to harbor splits and snapped.
