Allies saw china"s rise as a communist power and wanted japan to be able to develop democracy. Manchuria was mostly occupied by the soviet union. Allies freed people in japan and brought in ideas such as democracy, free speech, etc. The fear was that the japanese would become communist, even though the people who had influence in japan were mostly more left-winged already.
