Did nothing to improve quality of governance as result, yanukyovich defeated yuschenko 2010 in free and fair election. Yanukyovich"s presidency- higher levels of predatory behavior. Lead to protests after he announced he would pursue putin"s eurasian union instead of the. Putin consolidated increasingly illiberal rule & strengthened his state"s position in the world making annexation of crimea possible after yanukyovich"s ousting. Failure of institutionalization is the single most important factor law enforcement, court system, government, institutions needed to help govt. run. State capacity not keeping pace with popular demands for democratic accountability. Difficult to move from a neopatrimonial state to a liberal democracy.
