Life is nasty, brutish and short: even under conditions of government you lock your doors, worry about being out late at night, etc. It"s not that we have evil people, they just have passions. Yes, we need to consult our passions and reason. Our reason, then, is that we seek peace. B: liberty each one has to use his own power as he will himself for the preservation of his own nature (life), it is the liberty to use ones power to secure ones life. Liberty is the absence of any external restraints. The right of nature is established by nature and belongs to everyone: in a positive sense, it is a right to act according to ones own judgement and own reason. You have them as long as you have them until someone steals them for necessity. C: laws are what we should follow to pursue our reasons.
