O countries of europe would cooperate in areas of low politics, which would later spill over to areas of high politics, and eventually westphalian state would be replaced by this entity (similar to complex interdependence" of keohane and nye) O low politics are easier to depoliticize, relatively easy to find technical solutions for, typically not catastrophic if something goes wrong. O areas of high politics are harder to find agreements for, stakes are much higher in areas of high politics, more difficult to quantify things of high security.
