Refer to lecture 5 + 6 - the liberals - supranationalism versus intergovernmentalism. Ernst haas neofunctionalism main concept: supranationalism. Powerful actors want a, small actors want b, however the institution in the middle has relative autonomy (not free to do whatever it wants, but it has a degree of influence on the outcome) O this would lead to the eventual demise of the westphalian state in europe. O countries of europe would cooperate in areas of low politics, which would later spill over to areas of high politics, and eventually westphalian state would be replaced by this entity (similar to complex interdependence" of keohane and nye) O low politics are easier to depoliticize, relatively easy to find technical solutions for, typically not catastrophic if something goes wrong. O areas of high politics are harder to find agreements for, stakes are much higher in areas of high politics, more difficult to quantify things of high security.
