He was vice president and was poised to become president. He was a leftist and seen as a dangerous radical from the military. This was around the cold war and leftists were seen as dangerous around this time. This time, they compromise instead of staging a coup. However, they demanded a reduction of powers, especially over the economy. Goulart agreed and was unable to do anything about the in ation happening in brazil. He then later restored his power because the people wanted him to do something about it. The moment he gained power, he legalized the communist party, appoints marxists, called for land redistribution, nationalization, etc. The us equates goulart to castro and cuts off aid and engaged in covert destabilization activity. Finally, the military staged the coup and the military rules brazil for 21 years. The elite dominated politics throughout brazilian history; their rule was not to mobilize the people.
