Stage two: anti-regime groups continue to grow and there is a triggering event that triggers and revolution. Stage three: initially moderates seize power but they are criticized as weak by extremists. Stage four: extremists take power and punish both real and imagined enemies, leading to the reign of terror. Stage ve: then there comes the thermidor which is a calming down period where extremists are brought down and dictator restores order but not liberty.
