But - behaviors we see in pre linguistic infants are smart, they know of causality, physics, infants have intelligent behaviour and improves along the course of development, they do smart things, dissociation between language and thinking. But deaf children with hearing parents, not yet exposed to sign language yet, they are as smart as any other child. We know that there is development and changes in linguistic ability, track changes in cognitive ability and linguistic ability.
