This is the wrong question: genes and environment work together! Without genes there is no organism and without environment there is no organism. Heritability does not tell you what you can or cannot do, it just says what is most possible for the population. If you modify your environment because you make a decision you want to change or improve your iq it is possible. When you say that iq heritability is 60% it does not mean you cannot change it, by modifying your environment you can enhance your iq performance.
