Every statistic shows that crime is declining (theft, robbery, and assaults). But we have an increase in prison population. This is because we"ve been putting them in prisons more (for minor offences). In the u. s. this is coupled with the war on terror and drugs. Canada is an anomaly because the increase is not that safe. In 2005 however, canada increased in their incarceration of youth. Prison should not be used for minor crimes. Main goal is rehabilitation reaction against corporal punishment. Crime control rehabilitation is not working (too expensive, not effective) Prisons can only hope to manage crime. Rise of risk management not rehabilitate, but manage them while they are doing their term. Canada has always had a strong emphasis on rehabilitation so they fought hard for it.
