Pure being knowledge for knowledges sake; when you"re doing research you"re testing and generating theory because you"re interested in generating knowledge in general. It isn"t in order to make a change in the world. Applied has a specific purpose in the world in terms of a change aimed towards a certain problem. Methods could be used for generating or testing theory this is both pure methods. Evaluation research covers the whole range of identifying social problems, implementing social policies (laws, rules, regulations, programs enacted by other institutions that are designed to make social changes), and acknowledging the social changes it makes. Applied research doesn"t mean to identify a social problem but in the case of applied evaluation research it has to address a social problem. If there is enough attention to an issue, there is an agreement it is a problem, and policies get made; it cannot be one persons idea of a problem.
