Research does not suggest crime rates reduced by raising severity of sentence; more sever sentences will not reduce crime rates. Savings outweighed when released (amount of cost of keeping ppl in prison) In theory we want to lock up anyone likely to reoffend; not easy to do. Work houses put poor and destitute to work to pay off their debts. Temp. place to hold people waiting for trial. Idea of poor was that they were immoral because they did not work; lazy.
