Technical/ functional rationality v. rationality in vernacular: the extent to which a series of actions is organized in such a way as to lead to predetermined goals with maximum efficiency. Neo-institutional theory says no not all about rationality: prior scholars criticized extent to which organizations are rational, nit: new evidence that behaviour is not driven by rationality. Different bases of legitimacy: political science: can the exercise of power be justified, weber, parsons: conformity to the rules/ norms, neo-institutionalists, familiar, understandable, conforms to expectations. Looks at how things are considered legitimate if they are familiar.
