Clifford shearing: the provision and guaranteeing of security stands as focal point of criminology. What security means: economic security, surveillance, security check. Issue: security and privacy (a fundamental problem) info sharing b/w government agencies and person. Often seems as a given but in order to feel secured we need to give up to some rights. People argue that we need to come up with accountability to make sure these agencies act within the limits but these still operate under the same dilemma. He creates a sort of framework a man of nature (no law) but insecure. He is the 1st to articulate the idea b/w the rights and insecurity. Men are naturally selfish in a state of nature. Critique of hobbes: he sees men separated from social structure and he doesn"t have much trust in men: war for hobbes: not in battle only but in the act of time/weather the possibility of change.
