Policy: be aware of the social, cultural environment where policy occurs, objectives that an organization sets (direction), guidelines, regulations, etc. Versus laws: what allows the objectives to happen, laws must be followed. Public policy: what drives the legal system. Policy can be taken to refer the principles that govern action directed toward given ends. The concept denotes action about means as well as ends and it, therefore, implies change: changing situations, systems, practices and behaviour. Understand the power of framing the problem. One of the reason why there are so many unintended consequences is because we are not aware of the context in which we are situating the policies. Thinking about policy: (galano"s first lecture: we need to think critically about policy, what values underlie policy, policy is complex and influenced by many factors, sometimes a policy question/problem can have more than one answer. Dual identity: criminal and someone who is mentally ill.
