In a failed development project that sought to help the poor/marginalized, many questions often emerge: Individualized lands mean people can"t always afford it. The main problem with food is that it lacks equitable distribution. There"s enough food to feed everybody but we don"t share. Common property theory: is the idea that natural resources over which struggles occur, are traditionally managed as a collective or common property. Complex ecological systems are difficult to divide into individual units of ownership. Local natural resource management strategies rely on local rules and regulations about use and management. Interest in this theory came in response to the tragedy of the commons" (hardin, 1968). When land isn"t privatized, people are going to exploit resources as much as they can in order to increase their personal gain because there are no rules. Collective use of resources inherently leads towards abuse and degradation.
