In a recent study golini and his colleagues (2015) conducted a survey of 500 project managers in ngos involved in international development to examine which tools they adopt. Some tools like progress reports and logic models are adopted frequently. Wbs and cpm (that are the focus of today"s lecture) are rarely used. They argue that ngos adopt simple, straight forward tools, and as they mature, they add sequentially more and more tools. The authors depict four gradual leaps that may indicate learning process and specifically the evolution of project managers" expertise and the uptake of pm practices from other fields. The authors argue that this conclusion supports the view of a virtuous learning circle. It is important to note that the researchers do not mention theories of change which is increasingly de rigeur among ngos competing for large scale donor grants.
