Sexual harassment was the norm in the past, but now it"s considered deviant to harassment women in the workplace, etc. Many norms are internalized as completely natural (gender, sexuality, eroticism) Norms are important because we as a society want to belong, so we create norms" to fit in. The panopticon, as planned by bentham, is a prison in which the jailer or a guard can view all the inmates in their cells without being seen himself. Ideally, inmates would be watched at all times. However, bentham recognized that constant surveillance was not possible. Specific architectural tactic that forces a certain norm, in this case, sitting. The bars are put in place to force sitting and not sleeping (esp. for homeless people)
