Charismatic: personal qualities of leadership i. e. trudeau, hitler, trump. Legal-rational: based on laws and institutions, processes and procedures i. e. democracy. Popular sovereignty =power rests in the hands of citizens. Has a monopoly over the legitimate use of force= police.
