Custom and exchange, neither are properly political. Politics is about power, an ugly game. We cannot because a society based on customs are ok when the society is regular, predictable. Contingency is always present, even the primitive society will elect a leader in the situations of contingency and emergency thus the need for command to arise. Problem with exchange is that a consensus about the sanctified contracts, you cannot make contracts sacred of all contracts , in order to go to binding contracts, it has to go back to command, through force and coercion.
