Addresses project, local, regional, global, and cumulative effects. Empowers the public may delegate a portion of decision-making to the project / shape the project based on community input. Maybe provide opportunities for indigenous people to make decisions. Recognizes uncertainty and the precautionary principle not undertaking activity if there is not enough information e. g. don"t know impacts on a species, shouldn"t approve the project. According to hanna: this doesn"t exist consider while writing the group assignment. 1969: nepa required all federal agencies to do environmental impact assessments. 1972: federal cabinet requires screening for potential pollution effects (policy only)
