Important to keep a balance in the senate to avoid any constitutional changes on the issue of slavery. All territory that is joining the us that are below the missouri compromise will be slave states and all above will be free: there is no longer a balance between free and slave states. 1849: california is applying to become a new free state: one of the territories that may, in theory, fall under the slavery boarder if the missouri. Concerns of racially motivated exclusion from the society. Territories between california and texas are too dry for the practices of slavery. If those territories become free states then the deep south would be the only slavery area in the united states.
