Governed by necessity (determinism) if 2 things: constant union or regular conjunction of events and an inference. Everything is based on the assumption that the future resembles the past, but you need that assumption to prove that. Not only is being governed by necessity connected to holding people responsible, it explains why we do. Human beings are governed by necessity to seek pleasure, avoid pain. If that weren"t true, holding people responsible wouldn"t make sense. If you were going to hold people responsible, it can"t be arbitrary - has to come from who they are next time: computing machinery 1-5. Between truth and falsity - if a belief is true, it is a proper copy of the world; if it is false, it is an improper copy of the world. Desire is more fundamental; you may have a belief that you have a desire, but the belief isn"t the original existence.
