Trying to make a philosophical point with this amusing story. First thing rex does, is say all prior laws are voided . People bring cases before him and he decided them, without announcing rules. So his subjects come to him, it"s great that you took all the cases and decided on them. To have consistency and that you aren"t making up bs. So rex writes down rules, except he never bothers to write down the rules for others. So friends says, you gotta tell us what the rules are that way we know what you"re up to and so we know what you expect of us.
