Chapter 6: nonstate actors and the quest for global community. For centuries, the system has relied on state sovereignty. Responsible sovereignty a principle that requires states to protect not only their own people but to cooperate across borders to protect global resources and address transnational threats. Intergovernmental organizations (igos) institutions created and joined by states" governments, which give them authority to make collective decisions, managing global problems. Nongovernmental organizations (ngos) transnational organizations composed of private individuals. Founded in 1945; successor to league of nations. Collective security paralyzed during the cold war. Four objectives: maintaining peace and security, developing friendly relations among states, achieving international cooperation, functioning as a center for harmonizing actions of countries. Six fundamental values: freedom, equality, solidarity, tolerance, respect for nature, sense of shares responsibility. Security council: 15 members, permanent five have veto powers, organizes and authorizes collective security, fiver permanent member with veto power. Venezuela (20160029: each council member has one vote.
