Constructivists emphasize ideas that can have consequences when enough people share those ideas. Liberals, on the other hand, believe that negotiation is a preferable route because through negotiations, positions can be clarified and, possibly, concessions and compromises can be reached to resolve the crisis. Disarmament vs arms control as routes to peace. Disarmament is ambitious, calling for reducing or destroying weapons, and more likely supported by liberals. Arms control is less ambitious, calling for limits of the number and type of weapons, and more likely supported by realists. Strategic arms limitation treaty (salt) 1972: the negotiations begun in 1969 between the united states and the ussr to freeze offensive weapons at existing levels and promote balanced, verifiable limits on strategic nuclear weapons. Strategic offensive reductions treaty (sort) 2002: the u. s. russian agreement to reduce the number of strategic warheads to 1,700- Nuclear non-proliferation treaty (npt) 1968: prohibited the transfer of nuclear weapons and production technologies to non-nuclear weapons states.
