International law: link to civil law (western, extension of civil law to international environment, states are governed by a body of law, idea is to prevent conflict. Rules: sovereignty all states have supreme authority to govern internal affairs, sovereign equality all states are equal, neutrality prevent states from getting involved in other states, no intervention. Dispute settlement: mediation - third party proposes to mediate between the sides, ex. 2: good offices state offers its territory as a neutral site to have negotiations, ex. Us and vietnam negotiated in paris: arbitration, mediator fails then arbitration is next step, both states have to agree to go to arbitrator both states have to agree with the outcome. League of nations + united nations: codified this as well, use of force is not permissible unless strict criteria is met, article 2 of un bans initiation of war.
