Genomes have a lot of regulatory dna but even when you add them up, they represent a small proportion of the genome. In a genome, the genes and regulatory elements outside the genes are the functional bits. Goal: to uncover all functional elements in the human genome, particularly those outside of genes. Encode follows human genome project: human genome project gave sequence of human genome (annotating the genes) After, encode looks at the parts of the genome outside of the genes to see if they have a function. 8. 5% of the genome is involved in transcription factor binding. 75% of genome is transcriptionally active: 75% of nuclear genome is converted to rna, 75% when you consider every cell type across every tissue across all stages of life. Don"t randomly pick a cell and conclude that 75% of the genes are transcribed look across all of the cells in a whole lifetime.
