This explains why policy making can be difficult. Different provincial and federal governments can be in place. Unitary system: lower levels subordinate to higher levels o o o. Majoritarian: candidate with most votes represents the district in parliament o o. Political parties aim to have the most amount of seats. Parties tailor policies to issues that affect their specific districts. Proportional: number of seats won is equal to share of national vote o. If ndp gets 40% of the vote then they get 40 seats: want more votes across the country, more general policies, rather than tailored to a district.
