Often times, the federal and subnational governments may be run by different policy parties so they have different values, goals, and platforms. This is where the lower levels of the government are directly subordinate to the higher levels. There is a clear chain of command that links the different levels in terms of decision- making. Countries with a unitary system: china, france, japan, and new zealand.
