Goals model: effectiveness is the degree to which an organization has achieved its goals, assumption: because organizations exist to achieve some specific purpose an organization"s effectiveness is a function of the degree to which it has achieved those goals, two conditions for the goals models. System resource model: effectiveness: the ability of the organization to exploit the environment in the acquisition of scarce and valued resources, focus on the inputs, criticalness of a given resource is based on the value, how rare, imperfectly imitable and hardly substitutable and if it can contribute to the goal, low substitubility find other resources, resource management. Limitations: danger lies in treating a process as the one best way do something, two organizations may adopt two different sets of processes which may be equally effective, makes it difficult to judge one organization as effective and one as ineffective based on internal structures and processes, can"t use goals or system resource model.
