Now y. pestis is endemic in those populations, as it"s all in the rodents. Zoonotic = something that can be transmitted from animals to humans. Forms biofilm structures in the proventriculus (just upstream of the stomach), so flea can"t get anything into stomach, so when they are starving they bite. First gets phagocytosed, but survives and grows in macrophages. Very few bacterial pathogens that can grow at 40 degrees, but best outside at 30 degrees.
