The voters get the chance to recall the representative occasionally (voting period) Everyone having some influence during any stage of the decision. Democracy aims for equal capacity of citizens to process. Watch for the impact of economic inequality on citizens making process information relevant to decision making opportunity to participate in politics. Someone gets the final authority to make a decision than enforce.
