Take away the liberty that allows factions to emerge: control the e ects of the faction. Constitution and arrangement of political institutions and decision making can control faction. If a faction is the majority you need an institutional arrangement that prevents carrying out a scheme of oppression. Separation of powers prevents majority factions from carrying out bad things. What is a republic: pg 698, a government that derives it power directly or indirectly from the body of the people, an absolute prohibition on titles of nobility.
