Have to create leviathan in which they can function. Son = hellish, state of war, can do whatever you want. Locke: we can have institutions we can trust - god will oversee everything - more optimistic. Son = not bad, can slip into state of war but this is rare. State of liberty but not state of license - you cannot do whatever you want. We are not free to destroy everything we want, we can only do it if its for a noble reason. Son has law of gov to regulate it - god = government because we want a good afterlife. God made all of us so we are his property; no suicide, no slavery, cannot kill another product of god.
