Community based and developed in response to suppression tactics: reducing gang violence, not eradicate gangs, provisions of social services and education/employment. Include schools, social workers and community groups: gangs (levels) Level 1 gangs: fluid friendship groups, criminal activity periodic, unplanned, no leadership, no name, signs, or symbols. Level 2 gangs: period of time (1yr or longer, criminal activity is planned and deliberate, no leadership structure, may or may not have a gang name, sign or symbols, violence and disputes are over reputation and honour. Level 3 gangs: hierarchal structure with leaders and followers, criminal activity is planned, control the activities within the territory, gang name, sign and symbols, violence with the use of firearms. Conflict subculture level 4 gangs: sophisticated hierarchal structure, criminal activity is planned, legal and illegal acts. International business: violence for strategic purposes, criminal subculture.
