What is a Sovereign State?
Sovereignty - 2 dimensions
Dimension 1
● Internal
● The state is the highest authority inside the territory and vis a vis its own population
Dimension 2
● External
● Sovereignty also means states are not subject to the authority of outsiders
United Nations
● Built on bedrock of sovereignty where each state has internal and external sovereignty
● Inadmissibility of Intervention in Domestic Affairs of States
Why is non-intervention valued? → Establishes level of stability
Non-intervention is admirable… but at times should this norm be limited?
Humanitarian Intervention
● 1999 NATO bombing of Serbia: protection of Albanians
Failed state: not fulfilling objectives that all states have
Non-intervention vs Responsibility to Protect *look in book
Nation-State: people inhabiting it share a sense of being members of a particular “nation”
A Nation: a group of people who share a common identity and who typically believe they should
have a degree of autonomy within a country or their own separate state
National Identity: can be a shared language, religion, history, and culture… can be something
that emerges from shared experiences, values, particularly political value
→ important political project, strengthens legitimacy
Can a national identity be cultivated?
● Public education
● National institutions (armed forces)
● International athletic competitions
● National myths, heroes, stories
