The post-war development of the welfare state in most of the hypercapitalist world, including canada, has been generally defined as a watershed . Critical scholars of the welfare state have pointed out that rather than doing away with the socio-economic inequalities of class and gender, the welfare state further institutionalized these (thobani, The social consensus shared by both labour and capital for state provision of income support programs to citizens thus crystallized in a class compromise. These social programs provided valuable security to working-class families, but also had the effect of deepening their integration into bourgeois rule (thobani, 2007, p. 114). [a]s the welfare state constituted itself as compassionate" and caring," it exalted national subjects as possessive of the same qualities (thobani, 2007, p. 107). It is surely no coincidence that in this climate the welfare state"s emphasis on compassion and care" as characteristic of its nationals emerged.
