Giving much more lenient treatment towards women. Viewing women as passive and being led astray by a male in their life. Women are more likely to commit drug and property crimes. Female crime rate is going up but crime overall is going down. Advocated for changes in the way women and children are treated in the cj system. Female facilities should be housed by themselves. Female facilites should have a domestic atmosphere. At this time females and males were being housed together. During the reform movement in the late 1800"s, the first female facility opened in 1873 in indiana. 1927 the 1st federal female facility opened in wv. Made facilities in the form of cottages. Can have min, med, and max inmates in same facilities. Smaller: contain less inmates, looser security, less committed to the inmate code. Most dont have barbed wire or sniper towers. Women are much more likely to have a history of physical, mental, or sexual abuse.
