During the reform movement in the late 1800"s, the first female facility opened in 1873 in indiana. 1927 the 1st federal female facility opened in wv. Made facilities in the form of cottages. Can have min, med, and max inmates in same facilities. Smaller: contain less inmates, looser security, less committed to the inmate code. Most dont have barbed wire or sniper towers. Women are much more likely to have a history of physical, mental, or sexual abuse.
