One vote per state: this became an issue as early as 1796, when adams won the presidency and his enemy, Except for maine and nebraska, who split votes by districts/counties: issue: what happens when a person wins the popular vote, but not the electoral college. E. g. winning the popular vote by a huge margin in some states is worthless since states only have so many ec votes. Occurred first in 1876 when hayes won the ec, but lost the popular vote. Also occurred in 2000 when bush won the ec, but lost the popular vote. As a result, the 22nd amendment (1947) was passed. Cannot be elected to more than 2 terms. Also, if the president leaves or dies in office, the vp cannot serve more than 10 years total: 2 presidential terms, plus 2 years assuming the office, constitution provides for succession. After vp, then speaker of the house, then president pro tempor of the senate.
