There have been many theories raised to account for mass incarceration: conflict theories, threat theories, politics and crime control theory. Politics and crime control: political leaders sought a response to the social challenges of 1960s, they highlighted street crime in an effort to steer policy away from social welfare programs to the institution of law and order. During the 1960s, social movements challenged the existing social order in the united states: the fight to implement brown v. board of education (1954), civil rights movement in the deep south. At the same time, crime began to rise, especially in cities: violent crime rose 94% from 1960-1970, property crime rose 104% from 1960-1970. Many politicians viewed the protests and social change as the cause of this breakdown of law and order . In response to civil unrest and rising crime, nixon decided to take a law and order stance while running for president.
