Instead, courts consist of informal work groups whose members hold considerable discretion, largely as a result of professional bonds that have developed among the members. One important feature of this group is cohesion everyone involved cooperates with everyone else, and the members establish shared methods and values that help the group as a whole achieve its goals. As a result, the needs of the group members take precedence over concerns about the system"s fairness and equality.
