Codes of ethics for four bodies are discussed: american society for public administration (aspa, international city/county management association (icma, american institute of certified planners (aicp, national association of social workers (nasw) Codes that only specify exactly what should or should not be done are the low road, operating at the stage 4 level of ethical reasoning and lacking reflective choice. Codes should also include macro-ethical statements that convey the social responsibilities of professionals as a group. The icma code asserts the broad responsibility of city and county managers to advance. Effective and democratic local government by responsible elected officials and it identifies the standards they should meet.
